The following information is a brief
explanation of programs and services we offer our member-consumers. If you would
like more details on any of the programs and/or services, please email us and
we will be happy to send you more details or, if you prefer, contact our
office for more information.
E-Bill
You may pay your bill by VISA and MasterCard, check, or debit
card via the Internet. You will continue to receive your electric bill each
month (unless you choose otherwise) and still be responsible for providing
monthly meter readings.
Use of this option is fast, easy, and available at no additional
cost to the customer. Click on the E-Bill link to the left of the screen.
E-Z Pay

With your authorization, the amount of your CEC bill will automatically be
deducted from your bank account each month. You will not have to worry about
missing a payment, and you will save time as well as checks and postage.

Life Sustaining Devices
Do you have a life-sustaining device currently in use at your
home? If so, we'd like to know. A list of persons with these machines is kept
on file to ensure that service is restored to those members at the earliest
practical moment should an outage occur. Just complete the form
and return it to the cooperative, along with the physician's verification of the
device in use.
Second Party Notification
Help us help someone you love. Due to illness, disability, or
being away for extended periods of time, some of our member-consumers are unable
to manage their financial affairs in a timely manner. Our Second-Party
Notification program permits these members to designate a second party who will
be notified of past-due bills. Naturally, the second party is in no way
obligated to pay the bill. Just complete the form and return it to the
cooperative.
Cooperative Living Magazine
Each member-consumer of Community
Electric Cooperative receives ten issues of Cooperative Living magazine each
year. Interesting and informative articles in this magazine cover such topics as
safety, energy conservation, legislative issues, Virginia communities, and local
cooperative news. Past issues and other information about
the magazine can be found at www.co-opliving.com. The cooperative communicates with its members
through its customized pages in each magazine.
Budget Billing
This program allows Community Electric Cooperative to assist residential member-consumers
in planning their family budget by enrolling them in our Budget Billing
Program. The payment plan will enable the member-consumer to pay the same amount
for electricity for eleven months and to settle their account in April of the
following year when a new budget billing amount will be calculated. To
participate, just complete the form and
return it to the Cooperative. Applications are accepted from February 1 -
April 10.
(The Cooperative does require that a member
have service at the same location for at least one year so that an
appropriate budget amount may be calculated.)
Surge Protection
Lightning and power surges can
strike at any moment and can destroy or cause expensive damage to your
sensitive electronics and appliances. Being prepared for these
unexpected surges and spikes can make a big difference in protecting
your appliances and equipment.
Lightning is often the cause of
power surges, but other factors such as birds, squirrels and trees
interfering with power lines can cause a power surge. Construction
work, demand fluctuations in your home, auto accidents involving
utility poles, even disturbances transmitted through telephone and
cable lines can have the same effect.
Community Electric Cooperative
offers the Home Guard Defender™ program that consists of a two-stage system of power protection. The first
stage is a meter-based device that is placed between the meter base and the
meter itself. For a one-time installation fee of $25 and $4.50 per month, you
get a heavy-duty surge protector that is installed behind your electric meter to
defeat high power surges before they enter your home. The service entrance unit
is accompanied by a lifetime down line repair or replacement warranty (up to
$10,000) of all standard residential white appliances (stove, refrigerator,
washer, dryer, HVAC unit, etc.)* A 36-month lease agreement is required.
The second stage
of the Home Guard Defender™ program is point-of-use devices that work with the
meter base device to protect sensitive electronic equipment. These units are
designed to handle lower level surges to protect your more sensitive electronics
like computers, televisions, sound systems, microwaves, garage door openers,
etc. Each of these interior surge protectors carries an additional warranty
amount.*
*All warranties are through the
manufacturer, not CEC.
Emergency and Stand-By
Generator Program
While Community Electric Cooperative strives to maintain a high level of
service reliability, adverse weather conditions and other forces of nature can
cause power outages which are beyond the Cooperative’s control. To assist
members in coping with these situations, Community Electric Cooperative has
established a partnership with a number of local generator dealerships (listed
below). These local participating dealers sell and service both portable and
fixed-in-place, air-cooled, 8 to 12.5KW generators. Based upon a certification
of Cooperative membership in good standing, participating dealers will extend a
discount on generator purchases to Cooperative members as follows:

Whole House Generators
For applications requiring a 15KW and larger liquid-cooled, fixed-in-place
generator, the Cooperative’s subsidiary, Tidewater Energy Services, LLC (TES),
serves as a retail outlet for Caterpillar generators and the maintenance
services of Carter Machinery Company. Cooperative members may obtain details on
available generator units and contract maintenance service from Carter Machinery
Company by contacting Kenneth Bunch at 757-242-6181.
Emergency Transfer Switch
While Community Electric Cooperative strives to maintain a high level of
service reliability, adverse weather conditions and
other forces of nature can cause power outages which are beyond the
cooperative's control. To aid cooperative members in coping with these
situations, Community Electric Cooperative offers the GenerLink™ emergency
transfer switch. The GenerLink™ switch provides a quick, easy, and safe way for
cooperative members to connect a portable generator to their home's electrical
system. The GenerLink™ switch:
- Is installed behind the consumer's electric meter and requires no rewiring
of the consumer's electrical system.

- Includes a unique interlocking power cord for connection of the portable
generator.
- Eliminates the use of external cords and other connections that can be
hazardous to consumers and cooperative personnel.
- Detects when the generator is operating and automatically disconnects from
the cooperative's distribution system, eliminating a dangerous back feed.
- Provides the flexibility to run virtually any appliance, up to the
capacity of the generator, by simply energizing appliances from the breaker
panel
The GenerLink™ emergency transfer switch is available for installation on
single phase services with a 200 amp or smaller meter base. A $50 connection
fee and 36 month lease agreement at $12.75 per month are required.
Area Lighting
Area lighting can add safety and security to your home or business.
An outdoor security light features 8,500 Lumen and is available for
$7.59* per month.
Outdoor floodlights range from $14.84* (24,700 Lumen) to $20.73* (45,000 Lumen)
per month. A $10 connection fee is required, and no
installation charge is required when area lighting is installed on an existing
CEC pole. Area lighting is serviced and maintained by Community Electric
Cooperative.
*Does not include WPCA charges.
Contract Services
The cooperative provides contract operations and maintenance services of
electric distribution systems and area lighting facilities for member and
non-member owners (License #2705 047339A). For additional
